Tsukinowa

Tsukinowa (ツキノワ [tsukinowa] in Japanese) is also called Tsukinowa of Wind, and is one of the Eblan Four. His name refers to the Japanese word 月の輪 [tsukinowa], or 'ring around the moon'.
His title of Wind comes from his speed, which is like the wind. He is very young, but doesn't by any means lose to adults in skill.
